Fort Buchanan is located adjacent to the city of Guaynabo and is approximately 4 miles from San Juan. The temperature does not vary very much as it is located in a torrid zone. The island of Puerto Rico is an U.S. territory and there are approximately 3 million habitants. Year round warm weather and constant warm breezes and access to beaches makes Puerto Rico a prime choice for vacationers.
Important About this Position: In addition to the base annual salary, this position is eligible for a Cost Of Living Allowance (COLA) of 3.66%

Plan and implement a comprehensive training and professional development program that promotes positive growth and development of children and youth in accordance with all applicable regulations and standards. Maintains state-of-the-art knowledge of child and/or youth development philosophy, principles, methods, and techniques as endorsed by the Department of Army and nationally recognized child/youth organizations. Designs, administers and conducts the Foundation, Annual/On-Going training requirements based on course outlines. Conducts training both on-the-job and in classroom settings based on developed training plan. Evaluates staff competence, and conducts and documents quarterly training reviews to discuss progress. Ensures staffs is trained and follow risk management procedures (i.e., abuse prevention, identification, and reporting procedures; accident prevention, etc.) Designs and implements annual CYS program plan to include training goals and objectives, plan to meet individual staff needs, curriculum framework that encompasses the social, emotional, physical, and cognitive development of children/youth as well as incorporating the four (4) service areas for youth as required. Ascertains specific needs for training, determines the objective and scope of annual training topics; develops, revises, and/or adapts curriculum to suit child/youth changing needs and to capitalize on special interests. Assists in development and implementation of parent education program. Defends and articulates appropriate child/youth practices with parents and installation officials.
Serves as a member of the Installation Child and Youth Evaluation Team (ICYET) with primary responsibility for training and programming regulatory requirements and CYS baseline standards. Assists in maintaining DoD certification, and assists in achieving and retaining national accreditation or Army equivalent and maintaining accreditation/Army equivalent standards. Has primary responsibility for the programming/training portions of inspections, reviews, and rating scales. Analyzes results of inspections, reviews, and rating scales, interprets the results in terms of program strengths and weaknesses, and works with management personnel to prepare and implement corrective action plans. Arranges for subject matter experts to conduct/ support specialized training. Identifies and trains CYS Program Associates and MHA Star Providers to assist in conducting entry level training for new employees/providers. Develops training program budget and provides to CYS Coordinator for input into CYS budget to include Foundation and Annual/On-going Training costs, resource and professional supplies, equipment and materials, credentialing fees, training related TDY costs, conference registration fees, and college course tuition. Manages program to budget. Conducts written analysis of budget variances, and prepares justification for funding of program resource requirements. Collects and maintain up-to-date statistical data for planning and reporting purposes in accordance with higher headquarters and statutory requirements.

An undergraduate degree with a major course of study in Early Childhood Education/Child Development; Youth Development; Elementary and Secondary Education is required -OR- a combination of education and experience as follows: Successful completion of at least 24 semester hours in a major course of study in Early Childhood Education/Child Development; Youth Development; Elementary and Secondary Education, plus appropriate work experience that provided knowledge skills and abilities directly related to the duties described in the fields appropriate to the position. Appropriate experience and course work must be comparable to that normally acquired through the successful completion of the four-year course of study described above.
In addition, candidate must possess: 1. At least twelve (12) months experience working in child and youth programs. 2. At least one year of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position being filled. 3. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. 4. Experience in planning and conducting training for child and youth staff. 5. Ability to communicate effectively orally and in writing. 6. The physical ability to lift and carry up to 40 lbs, walk, bend, stoop and stand on a routine basis. Duties may involve working both indoors and outdoors.
A Bachelor's degree in the fields indicated above, and two years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in a directly related field is fully qualifying for the position.
