JOB REQUIREMENTS: POSITION DESCRIPTION: This position is responsible for performing moderately complex human resource duties of a confidential nature and assisting in the compilation and processing of confidential information involving the City of Racine's labor relations efforts. Essential Duties: ESSENTIAL DUTIES: Acts as receptionist in greeting visitors and furnishing information to job applicants. Answers office phones and gives information to callers or routes calls to the appropriate person. Types and updates letters, reports, handbook, job descriptions, contracts and special projects using appropriate formats and proofread for grammatical, spelling, and typographical errors. Coordinates and assists with recruitment efforts for various entry level positions, prepares job announcements, places job announcements in newspapers, magazines, the internet, and sending job notices to various agencies commonly used. Prepares all internal job postings and job announcements. Schedules oral, written, performance and pre-employment tests. Coordinates and plans employment relations events including development and distribution of promotional materials; scheduling; catering; purchasing awards/prizes; entertainment; and coordinating the work of volunteers and staff. Coordinates and maintains workers compensation claims and OSHA 300 reporting. Updates and maintains the unemployment compensation log and attends training as required. Gathers basic compensation and benefits information from other public agencies and the private sector. Manages department purchase orders and processes requests for payment; records financial transactions regarding the Human Resources Department budget. Responsible for maintaining the department's credit card. Assists in the preparation and monitoring of the departmental budget. Responsible for processing and distribution of all departmental incoming mail. Collects all applications and resumes and maintains applicant files in HRIS system. Records total of applications received; reports total by race and sex and enters data into the HRIS system. Compiles, copies, collates, and distributes monthly employment report to Human Resources Officer. Also, reports statistical data to the U.S. Department of Labor on a monthly basis. Prepare monthly report of all part-time and full-time employees hired for employment and furnish to HR Officer and upload to state. Schedules employment interviews, gives information to callers, and otherwise relieves staff of clerical work. Send reject letters out to candidates through HRIS system. Initiates all required employment papers including required City policies, folders, signs the employee up for payroll, adds all new full-time and part-time employees to MUNIS, and enters address changes with insurance companies, CVMIC learning link leadership duties. The City of Racine is an EOE/AA/ADA Employer ***** OTHER EXPERIENCE AND QUALIFICATIONS: KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED: High school diploma or its equivalent, with an Associate's Degree or 60 college credits in human resources/customer service or related field BA preferred. Three (3) years of work experience in a human resources office or a closely related work environment. Ability to proficiently use word processing, database and spreadsheet programs such as Microsoft Office 2007, Legistar, and MUNIS for Human Resources to organize, compile, enter, and retrieve records and statistical data. Ability to pass skill tests in Data Entry and Microsoft Word. Data entry skill of 6,200 KPH with 95% accuracy. Working knowledge of office procedures, methods, terminology, and equipment. Excellent oral and written communication skills, with the ability to communicate effectively and courteously with City employees and the public. Ability to work independently and make decisions in accordance with established procedures. Ability to maintain strict confidentiality.
